INTERNATIONAL COOPERATION ON CYBERCRIME – THE CRIMINAL JUSTICE PERSPECTIVE

Summary: When we refer to cybercrime, we must always remember that we are talking about a crime. And as such, of a criminal justice issue that needs to be addressed by criminal justice authorities.

The talk will address the importance of international cooperation in addressing cybercrime cases, with an overview of the main challenges faced by relevant authorities in cross-border investigations and access to electronic evidence.

A focus will be dedicated to the existing tools provided under the reference international treaty in the field, i.e. the Budapest Convention and its additional protocols. Some considerations will also be shared regarding human rights implications and the necessary safeguards that must be in place.

Finally, the Convention's adoption level will also be discussed, together with a snapshot of the other initiatives currently undertaken at the global level.

Biography: Matteo Lucchetti is Director of CYBER 4.0, the national Cybersecurity Competence Center promoted and co-funded by the Italian Ministry of Enterprises and Made in Italy – a public-private partnership aimed at strengthening cybersecurity capacities of Public Administration and private sector through training, advisory, research and innovation. 

Matteo is an Advisory Board member at the Global Forum for Cyber Expertise and an individual expert for ENISA, EU CyberNet and other international capacity-building initiatives.

Between 2016 and 2021, he has been Programme Manager at the Council of Europe, in charge of the Global Action on Cybercrime (GLACY+), an international capacity-building initiative to support criminal justice authorities worldwide to fight cybercrime.

Prior to that, he worked as a cybersecurity professional at the EU Fundamental Rights Agency and in the Italian financial sector. 

Matteo holds a PhD in Systems Engineering, an MSc in Electronic Engineering from Sapienza University of Rome, and an MSc in Cybersecurity from the Royal Holloway University of London.
