Summary:  In today’s IT landscape, cloud services are often promoted as the go-to solution for scalability, agility, and cost-efficiency. However, in high-security environments — such as government, defense, or industries handling classified or sensitive data — the decision between on-premise and cloud infrastructure is far from straightforward.
This seminar explores the technical and operational trade-offs between on-premise and cloud-based solutions, with a particular focus on environments where data confidentiality, regulatory compliance, and system resilience are critical. We will discuss how infrastructure choices impact disaster recovery and business continuity planning, and examine real-world scenarios where these strategies were tested.
Through practical examples and open discussion, students will gain insights into how organizations make infrastructure decisions not only based on technology, but also on security requirements, risk assessment, and long-term sustainability.

Biographies: 
Fabio Chiuppesi
Major Fabio Chiuppesi is an experienced Italian Army Officer currently serving in Roma, Italy within the Cyberspace Branch under the VI C5I Systems Department (Command, Control, Communication, Computers, Cyber and Information) as a Staff officer.  In this role, he is responsible for policy and procurement of specific materials related to Cyber Defence and acts as a speaker at conferences and seminars on cyber security. His position involves continuous interaction with various branches of the Army General Staff, Defense, and dependent Units in a strategic context
Major Chiuppesi holds a Master's degree in Strategic Sciences and Communications and a Bachelor's degree in Strategic Sciences. His certifications include Cisco Certified Network Associate Security, and he has completed NATO courses such as the “Integration Cyber Considerations into Operational Planning Course” and the “Network Security Course”. He is also attending a Postgraduate specialization in cyber security. He joined the Italian Army in 2004, attending the Officer Training Course at the Military Academy of Modena. Prior to his current role, from September 2019 to September 2022, Major Chiuppesi served in Brunssum, Netherlands, in an international environment as a subject matter expert for offensive cyberspace operations in the Alliance planning process. He was also responsible for the development and maintenance of Cyberspace Situational Awareness, worked as a cyber intelligence report analyst, and was an expert in cyber rules of engagement. His extensive military career includes significant experience in managing C4 centers and tactical communications in operational theaters such as Erbil, Iraq (2014-2015), Novo Selo, Kosovo (2012), and Farah, Afghanistan (2010). In these roles, he held responsibility for strategic satellite links, IT supervision of secure and non-secure networks, handling classified and unclassified messages, communication security (COMSEC), and network security (COMPUSEC) His diverse experiences, ranging from strategic cyber defence policy to hands-on management of secure communication systems in high-risk environments, make him a highly qualified professional in the field of cyber security.

Davide Tarantino
Captain Engineer at Italian Army – Head of Information Operation Center at C4 Command (Rome).
Experienced engineer with strong background in data management, infrastructure and industry 4.0 technologies.
He graduated in Computer Engineering in 2017 with the thesis “Design and prototype of a big data open source architecture for the Internet of Everything”.
He worked as Data Analyst at General Electric and in 2020 he obtained a II level Master in “Manufacturing 4.0” with a thesis in “The relevance of Data in Industry 4.0: a finance perspective”, top grade, at Politecnico di Torino.
In 2025 he holds a II level Master in “Data Intelligence”, top grade, at La Sapienza University.
Currently Head of Data Center for the Army, overseeing the operations, maintenance and optimization of Data Center Infrastructure.

Giosuè Gisina
Lieutenant Engineer at Italian Army – Technical Officer at the Technical Section of the Army C4 Command (Rome).
His area of expertise includes IT infrastructure, Data Centers, and Cloud Computing.
He joined the Italian Army in 2018, attending the Officer Training Course at the Military Academy of Modena.
He holds a Bachelor's degree in Computer Engineering from the University of Modena and Reggio Emilia (UNIMORE), graduated in 2021 with a final grade of 107/110. He then earned a Master's degree in Computer Engineering, specializing in Network and Cloud Computing, from the Polytechnic University of Turin (Politecnico di Torino), graduating in 2023 with full marks (110/110) with the thesis “Automatic configuration of Web Application Firewalls”.
In 2024, he completed the Technical Application Course at the Army Functional Experimentation Center (CEPOLISPE, Montelibretti, RM), presenting a thesis titled "Software Development for Automation in the Recognition and Filtering of Photogrammetric Images."
He is currently assigned to the Technical Section of the C4 Command.
